Fairweather notes that local authorities may not readily embrace incentives for building more housing. Harris also intends to provide $25,000 in down-payment assistance to first-time homebuyers who have a history of timely rent payments. In addition to initiatives for homebuyers, Harris has proposed legislation targeting rental housing. The Stop Predatory Investing Act and the Preventing the Algorithmic Facilitation of Rental Housing Cartels Act seek to protect renters from unfair practices. The former aims to limit tax benefits for major investors, while the latter targets companies that manipulate rental prices through algorithmic systems. These legislative efforts highlight the need to address challenges faced by renters in the housing market.
